Transmits report of the Panel of Eminent Persons on United Nations-Civil Society Relations, entitled "We the peoples: civil society, the United Nations and global governance". Lists proposals of the Panel, which are: 1) enhancing UN-civil society relations in a changing world, ii) convening role of the UN: fostering multi-constituency processes; iii) investing more in partnerships; iv) focusing on the country level; v) strengthening the Security Council - roles of civil society vi) engaging with elected representatives; vii) streamlining and depoliticizing accreditation and access; viii) what the proposals mean for staff, resources and management; ix) providing global leadership; and x) future of multilateralism.
