Summary
Submits the findings of the Multinational Interim Force dispatched to Haiti on 11 Mar. 2004. Reports on political situation and electoral process; security situation and disarmament, demobilization and reintegration; police, judicial and corrections; human rights; humanitarian situation, recovery and development issues; gender; situation of the media; and activities of regional and subregional organizations. Recommends the establishment of a multidimensional stabilization operation in Haiti, to be knows as the UN Stabilization Mission in Haiti (MINUSTAH) with a mandate, structure and concept of operations. Includes a map on Haiti as of Jan. 2004. DAA
