Human resources management

Decides that all issues relating to human resources management, including its reform, shall continue to be considered by the 5th Committee in the context of the item entitled "Human resources management"; decides that the Office of Human Resources Management shall remain the central authority for the monitoring and approval of the recruitment and placement of staff and for the interpretation of the regulations and rules of the Organization and their enforcement; recognizes the need to promote responsibility and accountability of staff members at all levels; requests the Secretary-General to ascertain whether racial discrimination exists in recruitment, promotion and placement; decides that the Secretary-General may consider external candidates for posts at the P-4 level, while giving fullest regard, in filling these posts, to the requisite qualifications and experience of staff already in the service of the UN; also requests the Secretary-General to adapt the number of occupational groups selected for national competitive examinations to the requirements of the Organization; requests the Secretary-General to ensure that the performance appraisal system is applicable to all staff within the meaning of Art. 97 of the Charter of the UN; requests the Secretary-General to have recourse to the employment of retirees only if the operational requirement of the Organization cannot be met by existing staff; reaffirms that no post should be considered the exclusive preserve of any Member State or group of States; decides that the objective of 50/50 gender distribution by the year 2000 should be pursued.
