The report was prepared by a commission of enquiry consisting of legal, medical and medical-imaging experts and chaired by Sir Desmond Da Silva, former Chief Prosecutor of the Special Court for Sierra Leone. The report was based on photographs provided by a former member of the Syrian military police, who had defected and was codenamed "Caesar".
