Urges the UN Fund for Drug Abuse Control to continue to develop programmes that will address the multifaceted drug problem, using, as guiding tools, the Single Convention on Narcotic Drugs of 1961, as amended by the 1972 Protocol, the Convention on Psychotropic Substances of 1971 and the UN Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances; affirms that the UN Convention shall not derogate from earlier treaty rights and obligations; encourages the INCB, the Division of Narcotic Drugs and the UN Fund for Drug Abuse Control to continue to strengthen their co-operation and take whatever measures may be necessary to achieve the aims of the international conventions in accordance with the advice and suggestions of the Commission on Narcotic Drugs and in accordance with the policy directives received from the UN legislative bodies; expresses its appreciation to the Secretary-General and the Executive Director of the UN Fund for Drug Abuse Control for the initiative and leadership that have characterized the development of the Fund; urges Governments to consider continuing and increasing substantially their voluntary contributions to the Fund.
