Transmits letter dated 23 Jul. 2013 from the Head of the Working Party on the Law of the Sea of the Council of the European Union addressed to the Co-Chairs of the Ad Hoc Open-ended Informal Working Group enclosing a text of proposal to start a process for the preparation of a decision on the development of an international instrument under the United Nations Convention on the Law of the Sea relating to the conservation and sustainable use of marine biological diversity beyond areas of national jurisdiction.
