Examines health systems and financing in Viet Nam, noting that increasing privatization of the health sector and the decentralization of health governance present a number of serious challenges pertaining to access to health care and increasing expenditures; then focuses on national social health insurance programme, including coverage of the scheme and quality of the services provided; addresses the issue of access to medicines and current mechanisms of drug procurement and price regulation; then raises concerns about different issues: prevention and control of HIV/AIDS, epidemiological surveillance and data collection, stigmatization and discrimination of vulnerable groups, detention and mandatory treatment of persons in rehabilitation centres; concludes with recommendations addressed to the Government.
