Outlines the international and domestic legal and institutional frameworks for the implementation of the rights to water and sanitation; then makes a general assessment of these rights, looking specifically at issues of accessibility and affordability, with a particular emphasis on the most vulnerable; also examines the implementation of the rights in public institutions; raises concerns relating to the possible impacts of large-scale investment projects on the quantity and quality of water; emphasizes the importance of monitoring the implementation of these rights by ensuring accountability and access to effective remedies; concludes with recommendations to the Government.
