Covers the Independent Expert's 9th and 10th visits undertaken from 2-8 Dec. 2007 and 29 June-12 July 2008, respectively; addresses the general situation in Burundi with a special focus on progress made by the Government in creating the necessary conditions for the enjoyment of human rights; the political situation, including the signature of a comprehensive ceasefire agreement between the Government and the Forces nationales pour la libération on 7 Sept. 2006; the investigation into the masaccre of suspected rebels by military personnel in Muyinga between May and Aug. 2006; the implementation of recommendations on the reform of the justice system and the establishment of transitional justice mechanism; and developments in the establishment of a credible and independent national human rights commission.
