States that acts of piracy and armed robbery against commercial and humanitarian ships in the waters off Somalia pose a major threat to the safety of international maritime traffic and requests the Security Council to adopt a resolution authorizing States cooperating with the Transitional Federal Government to enter Somalia's territorial sea and use all necessary means to identify, deter, prevent and repress acts of piracy and armed robbery at sea.
