Summary
Decides to establish the Office of Administration of Justice; also decides to establish the Office of the Ombudsman as from 1 Jan. 2008; further decides to establish branch offices for the Office of the Ombudsman in Bangkok, Geneva, Nairobi, Santiago and Vienna; decides to establish the Mediation Division as from 1 Jan. 2008; also decides to establish by 1 Mar. 2008 a 5-member Internal Justice Council; further decides to establish a 2-tier formal system of administration of justice, comprising a first instance UN Dispute Tribunal and an appellate instance UN Appeals Tribunal as from 1 Jan. 2009; decides that judges of the UN Dispute Tribunal and the UN Appeals Tribunal shall be appointed by the General Assembly on the recommendation of the Internal Justice Council; also decides to establish a Registry for the UN Dispute Tribunal in New York, Geneva and Nairobi and a Registry for the UN Appeals Tribunal in New York; further decides to endorse the delegation of authority for disciplinary measures to heads of offices away from Headquarters and heads of missions/Special Representatives of the Secretary-General; decides to establish an independent Management Evaluation Unit in the Office of the Under-Secretary-General for Management; also decides to approve the cost-sharing arrangement as outlined by the Secretary-General in paragraphs 161 and 162 of his report; requests the Secretary-General to ensure that information concerning the details of the new system of administration of justice is readily accessible by all staff covered under the new system; also requests the Secretary-General to develop a comprehensive approach to address privacy rights of staff.
