Summary
Reiterates General Assembly's serious concern at the hazards, risks and deficiencies of UN Headquarters Building in its current condition; stresses the special role of the host country Government with regard to support for UN Headquarters; reaffirms its commitment to the safety, security, health and well-being of staff, delegations, visitors and tourists; stresses the centrality of the leadership and oversight of the Secretary-General and senior management; endorses the conclusions and recommendations contained in the report of the Advisory Committee on Administrative and Budgetary Questions; endorses the recommendations of the Board of Auditors contained in its report; reaffirms the importance of transparency in the procurement process; requests the Secretary-General to ensure that procurement activities are in compliance with UN rules; requests the Secretary-General to exercise his authority to undertake a thorough review of their qualifications and the identities of the principals involved; affirms that the General Assembly has the sole prerogative of deciding on any changes to the capital master plan project; authorizes the Secretary-General to enter into an additional swing space arrangement needed for a single-phase renovation of the Secretariat Building as a matter of urgency; approves the changes in the schedule of the renovation of the Secretariat Building, Conference Building and the General Assembly Building; emphasizes the importance of effectively managing the multiple staff relocations; reiterates its request to the Secretary-General to make every effort to avoid budget increases; decides to appropriate US$992,771,819 for the biennium 2008-2009; decides that there will be no change in the payment schedule for contributions of Member States to the CMP.
