Summary
Condemns the upsurge of violence in Afghanistan; stresses the importance of the provision of sufficient security; stresses the continued importance of the central and impartial role played by UN Assistance Mission in Afghanistan; calls upon Afghanistan to continue to address the threat to the security and stability of Afghanistan; urges the Government of Afghanistan and local authorities to take steps to ensure the safe and unhindered access of UN, development and humanitarian personnel to all affected populations; stresses the importance of advancing the full implementation of the programme of disbandment of illegal armed groups; expresses its concern about the ongoing recruitment and use of child soldiers; encourages Afghanistan to finalize the national justice sector strategy and the national justice programme; stresses the need for further progress on a comprehensive judicial reform; calls for the full respect of the human rights and fundamental freedoms of all; emphasizes the necessity of investigating allegations of current and past violations of human rights; notes with concern the negative impact of the security situation; recognizes the significant progress achieved on gender equality; urges Afghanistan to reform the public administration sector; appeals international community to provide assistances; calls for strengthening the process of regional economic cooperation; urges Afghanistan to create the conditions for Afghan refugees and internally displaced persons; urges Afghanistan to promote the development of sustainable livelihoods in the formal production sector as well as other sectors; supports the fight against the illicit trafficking in drugs and precursors; emphasizes reviewing civil-military relations among international actors at all levels.
