Concerns the views of the Group 77 and China on the decision by the Security Council to hold a debate on exploring the relationship between energy, security and climate; states that the Council's primary responsibility is the maintenance of international peace and security, the encroachment on the roles and responsibilities of other principal organs of UN represents a distortion of the principles and purposes of the Charter.
