Refers to letter of 5 Apr.2007 (S/2007/186) from the United Kingdom regarding the inclusion in the provisional programme of work of the Security Council of an open debate to explore the relationship between energy, security and climate and expresses the concern of the Non-Aligned Movement regarding continued encroachment by the Security Council on functions and powers of the major organs of the UN; states that the UN Framework Convention on Climate Change is the appropriate forum for considering risk associated with and action to address climate change.
