Refers to earlier correspondence on the processing of letters of credit pertaining to the Oil-for-Food Programme and expresses disappointment at the slow progress in implementing the remaining contracts and associated letters of credit; states that the Government of Iraq has been informed of the need to execute all outstanding contracts and letters of credit within the recommended time frames so that the programme can close as scheduled during 2007; draws attention on receiving allegations from 2 vendors that Iraqi authorities were withholding authentication documents and that payments were requested from vendors as a condition for authentication.
