Summary
Expresses its grave concern at the continuing and serious human rights violations occurring in Uzbekistan; deeply regrets the decision of the Government of Uzbekistan to reject both the repeated calls of the UN High Commissioner for Human Rights for the establishment of an independent commission of inquiry into the events that occurred in Andijan on 13 May 2005 and the request of the Special Rapporteur of the Commission on Human Rights on extrajudicial, summary or arbitrary executions to visit Uzbekistan soon afterwards; strongly calls upon the Government of Uzbekistan: (a) to implement the recommendations contained in the report of the mission of the Office of the UN High Commissioner for Human Rights; (b) to accede to the 1951 Convention relating to the Status of Refugees and its 1967 Protocol; (c) to put an end to the harassment and detention of eyewitnesses to the events in Andijan; (d) to ensure readily accessible and fair trials; (e) to ensure full respect for all human rights and fundamental freedoms; (f) to permit the full freedom of practising religion; (g) to implement fully the recommendations contained in the report of the Special Rapporteur on the question of torture; (h) to work closely with the Office of the UN High Commissioner for Human Rights; (i) to allow the Red Cross unimpeded access to persons detained; (j) to implement fully the commitments undertaken within the framework of OSCE; (k) to register independent opposition political parties and allow them to participate in the electoral process; (l) to lift restrictions on the activities of civil society, including NGO's; (m) to protect journalists; (n) to actively protect human rights defenders; (o) to place no restrictions on diplomats and representatives of the UN, OSCE and other international bodies in respect of their travel to Uzbekistan; requests the Secretary-General to submit a report on the implementation of the present resolution to the General Assembly at its 61st session.
