Requests the Director-General for Development and International Economic Co-operation to report fully on the implementation of Assembly resolutions 41/171 and 42/196; emphasizes the importance of flexibility, simplification and harmonization of procedures of operational activities of the UN system; requests the Director-General to submit his recommendations on innovative, practical and effective measures to increase substantially procurement from developing countries for consideration during the triennial policy review to be undertaken in 1989; urges the governing bodies of the organizations of the UN system to provide increased support, as a matter of priority, to African countries in the implementation; also invites the Governing Council to examine the current practices in the designation of executing agencies for projects under regional, interregional and global programmes; further invites the Governing Council to consider the following at its 36th session: (a) the question of holding its future sessions and the future sessions of its subsidiary bodies at UN Headquarters; (b) the possibility of changing its name to "Governing Council of the United Nations Development Programme and the United Nations Population Fund".
