Summary
Provides an overview of the UN action in implementation of resolution 58/187. Notes that the Office of the High Commissioner for Human Rights has maintained its dialogue with the Counter-Terrorism Committee (CTC) of the Security Council and continues to recommend that CTC consider the human rights impact of counter-terrorism measures. Also notes that the UN human rights special procedures and treaty bodies continue to pay close attention to the protection of human rights and fundamental freedoms while countering terrorism, within their respective mandates and resources. Reports the appointment by the Commission on Human Rights in July 2004 of an independent expert, for a period of 1 year, to assist the High Commissioner in this area and to submit a report, through the High Commissioner, to the Commission at its 61st session on ways and means of strengthening the promotion and protection of human rights and fundamental freedoms while countering terrorism.
