Covers developments since the previous report dated 19 Jan. 2004 (S/2004/39). Provides details on the activities of the Personal Envoy of the Secretary-General for Western Sahara and the developments on the ground. Recommends that the mandate of the UN Mission for the Referendum in Western Sahara (MINURSO) be extended for 10 months, until 28 Feb. 2005. Includes i) a letter enclosing Moroccan reply to the proposal of the Personal Envoy on Peace Plan for Self-Determination of the People of Western Sahara; and ii) a table showing contributions to MINURSO as at 19 Apr. 2004.
