On 1 September 1979, he became the League of Arab States' Chief Representative to the United Nations, a post he held until he submitted his resignation in 1990, in the aftermath of Iraq's invasion of Kuwait. The vice chair of the United Nations Development Programme (UNDP) advisory board on Arab Human Development Reports, Dr. Maksoud was serving as director of the American University's Center for the Global South at the time of this interview, conducted on 11 August 1997.
