Summarizes comments by Governments on the question of the protection of human rights and fundamental freedoms while countering terrorism; summarizes action by the Security Council and its Counter-Terrorism Committee, as well as UN human rights special procedures, treaty bodies, and the Office of the UN High Commissioner for Human Rights; reviews key principles contained in the OHCHR publication "Digest of jurisprudence of the United Nations and regional organizations on the protection of human rights while countering terrorism"; and includes an interim report on the extent to which the human rights special procedures and treaty-monitoring bodies are able, within their existing mandates, to address the compatibility of national counter-terrorism measure with international human rights obligations.
