Transmits report of the UN Fact-Finding Mission to Iraq, led by the Secretary-General's Special Adviser, Lakhdar Brahimi, dispatched during the period 6-13 Feb. 2004. Reports on i) the current situation in Iraq; ii) the Agreement signed by the Coalition Provisional Authority and the Governing Council on the political process to accelerate the transfer of sovereignty from the Coalition Provisional Authority to an Iraqi administration by the end of June 2004; iii) the governance transition process; and iv) the electoral process.
