Stresses the need to increase in an incremental way, the share of the budget of the Office for the Coordination of Humanitarian Affairs borne by the UN regular budget; calls upon relevant organizations of the UN system, other relevant international organizations, Governments and non-governmental organizations to cooperate with the Secretary-General and the Emergency Relief Coordinator to ensure timely implementation of and follow-up to resolutions of the Economic and Social Council adopted at the humanitarian affairs segment of its substantive session; urges all States to take necessary measures to ensure the safety and security of humanitarian personnel and UN and its associated personnel; calls upon all Governments and parties in complex humanitarian emergencies, to cooperate fully with UN and other humanitarian agencies and organizations and to ensure the safe and unhindered access of humanitarian personnel as well as supplies and equipment, calls upon relevant UN organizations to improve and increase consistency in the way in which humanitarian needs are assessed.
