Concerns the peaceful return from the Democratic Republic of the Congo of the Commander of the Forces Combattantes Abacunguzi (FOCA), together with more than 100 officers and men, on 14 Nov. 2003, and states that the event provoked a wish from other combatants to return peacefully to Rwanda; concerns also hardliners who allegedly chose to continue with armed conflict and who have been obstructing the disarmament, reintegration and resettlement or repatriation process; urges international community and Security Council to undertake appropriate measures to bring them to justice.
