Transmits report prepared with the assistance of the UN Group of Governmental Experts on the Register of Conventional Arms. Provides a summary of the periodic reviews of this instrument that have taken place since its establishment in 1992; an analysis of the available data on reporting; an assessment of the operation of the Register; and a detailed examination of issues related to its further development, including the expansion of its scope and technical adjustments to the 7 categories of arms covered by the Register. Concludes that the Register has made significant progress since 1992 and that it has entered a period of increased participation. Further states that renewed efforts are now required to ensure reporting on a regular basis and progress towards universal participation, as well as continued attention to its further development and increased relevance. Makes a number of recommendations, including adjustments to 2 of 7 categories, as well as measures to strengthen the role of the Secretariat. Included appendix and annexes are: i) figures and table on reporting to the Register; ii) standardized forms for reporting international transfers of conventional arms (exports and imports); iii) simplified "nil" reporting form; and iv) categories of equipment and their definitions.
