Transmits statement dated 4 Aug. 2003 by the Government on the proposal for the appointment of separate Prosecutors for the International Criminal Tribunal for Rwanda and International Tribunal for the Former Yugoslavia; urges the members of the Security Council to approve the proposal and also to consider other necessary reforms which would make the Rwanda Tribunal more efficient and accountable; calls upon the members of the Council to organize, as soon as possible, a debate to consider a comprehensive review of the performance, mandate and future of the Rwanda Tribunal.
