Reports that Hizbullah fired missiles across the Blue Line injuring 3 civilians in the northern Israeli town of Shlomi, 21 July 2003; states that in spite of Israeli withdrawal 3 years ago, the Government of Lebanon persists in refusing to live up to its obligations under the norms of international law and the provisions of Security Council resolutions; alleges that the Government of Lebanon has relinquished control of south Lebanon to Hizbullah.
