Concerns request for rescission of the decision to introduce a new salary scale for General Service staff in Geneva; finds that the staff representatives failed to avail themselves in the negotiation process; decides that there had been no breach of an obligation on the part of the Respondent and the salary scale promulgated was not vitiated; rejects application.
