Concerns termination of employment of a staff member with a fixed-term appointment; concludes that the Applicant had no right to employment after the expiration of his appointment and rejects the claim; orders Respondent to place in the Applicant's record the recommendation for promotion made earlier by the National Officer Staff Promotion Committee.
