Refers to letter of 16 Apr. 2003 from the Secretary-General (S/2003/431) and to letter of 23 May 2003 from the former President of the Security Council (S/2003/604) and transmits letter dated 2 June 2003 from the new President of the International Criminal Tribunal for Rwanda concerning the decisions taken at the plenary meeting of the Tribunal, held 26-27 May 2003; states that the Tribunal had amended Rule 15 of its Rules of Procedure and Evidence which allows, under certain circumstances, a trial to continue with a substitute judge in cases of death, illness, resignation, non-re-election or non-extension of term of office.
