Transmits text of a road map to a two-state solution to the Israeli-Palestinian conflict prepared by the Quartet, consisting of representatives of the United States, the European Union, the Russian Federation and the UN, and presented to the Government of Israel and the Palestinian Authority on 30 Apr. 2003. Presents a performance-based and goal-driven roadmap aimed at progress through reciprocal steps by the 2 parties in the political, security, economic, humanitarian and institution-building fields, under the auspices of the Quartet. Includes: Phase 1: Ending terror and violence, normalizing Palestinian life and building Palestinian institutions (present-May 2003); Phase 2: Transition (June-Dec. 2003) and Phase 3: Permanent status agreement and end of the Israeli-Palestinian conflict (2004-2005).
