Concerns participation in the wrap-up session of the Security Council on 30 Apr. 2003; states that it is, in India's view, unreasonable and contrary to normal practice to expect one or two Member States to represent the Asian region in the Council's debate and that any delegation that wished to speak should be allowed to speak.
