Report of the Secretary-General on his mission of good offices in Cyprus

Covers developments since the last report (S/1999/707) dated 22 June 1999. Provides details on the proximity talks, direct talks, and the Secretary-General's comprehensive settlement proposal and revisions during the period Dec. 1999-26 Feb. 2003. Reports that the plan required a referendum before 16 Apr. 2003 to approve it and reunify Cyprus and states that at the Hague on 10-11 Mar. 2003, it became clear that it would not be possible to achieve agreement to conduct such a referendum, and the process came to an end.
