States that the implementation of the recommendations of the Panel on United Nations Peace Operations is very much on track, and proposes that the focus of discussion between the Secretariat and the Member States now shift to the more field-oriented aspects. Provides details on: guiding principles, definitions and implementation of mandates; enhancing the capacity of the United Nations for peacekeeping; safety and security; mine action; regional cooperation, including enhancing regional peacekeeping capacities, particularly in Africa; and financial and budgetary issues.
