Transmits letter of 12 Feb. 2003 from the Director General of IAEA reporting non-compliance of the Democratic People's Republic of Korea with its obligations under the Safeguards Agreement between this country and the Agency, pursuant to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT); reports also the Agency's inability to verify non-diversion of nuclear material that is subject to safeguards to all members of the Agency and to the Security Council and the General Assembly of the UN; encloses the Board of Governers' resolution on this matter.
