Interview with Ambassador Carlos Ortiz de Rozas / by James S. Sutterlin

Mr. Carlos Ortiz de Rozas (Argentina, 1926 – ) was nominated by France to serve as Secretary-General of the United Nations in 1971. Although he received the highest number of votes, he received a veto from the Soviet Union and Kurt Waldheim was ultimately elected Secretary-General. Mr. Ortiz de Rozas was the former Permanent Representative of Argentina to the United Nations, serving as President of the Security Council in March 1971 and July 1972. He began his career in the Argentine diplomatic service as an Embassy Attaché and Vice Consul in 1948. He served in several positions in the Argentine Ministry of Foreign Affairs, including as a Counsellor at the Permanent Mission to the United Nations in 1959. Following his time as the Argentine Permanent Representative at the United Nations, Mr. Ortiz de Rozas served as Ambassador of Argentina to France and then to United States, from 1991 to 1993, his final diplomatic posting. In this interview, conducted on 30 October 1990, Mr. Ortiz de Rozas discussed the 1971 election and election process for Secretary-General of the United Nations.
