Refers to the Secretary-General's letter of 18 Nov. 2002 concerning extension of the mandate of the UN Political Office in Bougainville (UNPOB) for 12 months and reports that Security Council endorses final extension of UNPOB mandate to 31 Dec. 2003; concerns delays in implementation of the Bougainville Peace Agreement and urges all parties to the Agreement to fully abide by their obligations to the Agreement.
