Decides that the major activities for the observance of the 10th anniversary of the International Year of the Family should be concentrated at the local, national and regional levels and that the UN system should assist Governments in these efforts; calls for a concerted promotional, informational and media campaign on behalf of the 10th anniversary of the International Year of the Family at the national, regional and international levels; invites the Secretary-General to launch the 10th anniversary of the International Year of the Family in early December 2003; decides to devote one plenary meeting at its 59th session, in 2004, to the observance of the 10th anniversary of the International Year of the Family, building upon the events to be held on 15 May 2004 on the occasion of the International Day of Families.
