Concerns practices by the units of United States Navy and Australian fleet against vessels carrying civilian merchandise in Iraqi territorial waters; reports that they allegedly intercept Iraqi vessels, assault and question their crews, sometimes detain ships and their crew for long periods of time; states that such acts are in violation of the Charter of the UN and international law and urges the Secretary-General to intervene and to call upon the 2 countries concerned to withdraw their fleets from the Arabian Gulf.
