Summary
Dr. Roberto Guyer (Argentina) became the Under-Secretary for Special Political Affairs of the United Nations in 1971 and was appointed the Secretary-General's Representative for Peace Negotiations in the Middle East from 1971 to 1978. After receiving his doctorate in Law and Social Science, Dr. Guyer held many diplomatic positions in the Argentine Foreign Ministry, serving as a Minister Counselor to the Federal Republic of Germany from 1962 to 1964, Ambassador to the Netherlands from 1966 to 1970, Ambassador to the Federal Republic of Germany from 1978 to 1984 and 1991 to 1994, and Ambassador to Austria and International Organizations in Vienna from 1987 to 1989. He was a member of the Supreme Council of Ambassadors from 1990 to 1991. The interview was conducted on 1 November 1990, during Dr. Guyer's retirement. Here, he discussed his involvement in the Middle East in 1973, particularly the Syrian-Israeli disengagement. He also evaluated the terms of past Secretaries-General (Dag Hammarskjöld, U Thant and Kurt Waldheim) and how the role of Secretary-General has evolved.
