Transmits message from Minister for Foreign Affairs of France stating that France was willing, on the basis of mandate decided by the UN Security Council, to participate in the International Security Assistance Force provided for in the agreement signed in Bonn on 5 Dec. 2001 by the Afghan delegation meeting under the aegis of the UN.
