Transmits report of the Special Representative for human rights in Cambodia, Peter Leuprecht, pursuant to General Assembly resolution 55/95 of 4 Dec. 2000. Gives an account of major developments, human rights issues, and the memorandum of understanding between the Royal Government of Cambodia and the Office of the UN High Commissioner for Human Rights.
