Refers to Security Council resolutions 425 (1978) and 426 (1978) and asserts that the purpose of the mission of the UN Interim Force in Lebanon as specified in those resolutions is to assist the Government of Lebanon to extend its authority over its territory; states that it would be unacceptable to change that mission to an observer status and it recommends that this idea should be abandoned.
