Refers to letter from Iraq (S/2000/869) concerning the pipeline built by an agreement between Iraq and Saudi Arabia; states that in light of the fact the Government of Iraq did not keep its pledge, did not maintain neighbourly relations and did not respect fraternal ties, the pipeline system will revert in its entirety to the Government of Saudi Arabia with effect of this letter.
