Transmits report of the Panel of Experts on the Illegal Exploitation of Natural Resources and Other Forms of Wealth of the Democratic Republic of the Congo, submitted by the Chairperson of the Panel in pursuance of the statement by the President of the Security Council (S/PRST/2000/20). Identifies 2 phases of the exploitation, namely mass-scale looting and systematic and systemic exploitation. Analyses the link between the exploitation and the continuation of the conflict. Includes recommendations which revolve around the following themes: sanctions against those involved in illegal activities; preventive measures; reparations to victims; reconstruction; improvement of international mechanisms and regulations; and security issues.
