Transmits an address given to the African Group by the United States Permanent Representative to the UN, 17 Jan. 2001, Dag Hammarskjöld Auditorium, New York; proposes that the African Group reconsider their association with the Coordinating Bureau of the Non-Aligned Countries; also states that the cap on peacekeeping operations which the United States imposed on itself in 1994, of 25%, will most likely be lifted when it's time to give peacekeeping more support.
