Situation of human rights in the Democratic Republic of the Congo : resolution / adopted by the General Assembly

Urges all parties to the conflict in the Democratic Republic of the Congo: (a) to implement fully the provisions of the Lusaka Ceasefire Agreement and to re-establish the authority of the Government; (b) to protect human rights and to respect international humanitarian law; (c) to cease all forms of repression and establish the conditions for the safe deployment of the UN Organization Mission; (c) to ensure the safety, security and freedom of movement of UN and associated personnel within the country; (d) to put an immediate end to the use of child soldiers and to create conditions for the voluntary return of refugees and displaced persons; calls upon the Government of the Democratic Republic of the Congo: (a) to comply fully with its obligations under international human rights law and to promote and protect human rights and fundamental freedoms throughout its entire territory; (b) to take a leading part in efforts to prevent conditions that might lead to further flows of internally displaced persons and refugees; (c) to fulfil its commitment to reform and restore the judicial system; (d) to implement fully its commitment to the democratization process and to create conditions in order to lead the way for the holding of democratic, free, and fair elections; (e) to fulfil its responsibility to ensure that those responsible for human rights violations are brought to justice; (f) to cooperate fully with the International Criminal Tribunal of Rwanda, the human rights field office and UN agencies and non-governmental organizations.
