Transmits letter of 10 Apr. 2000 from the Director General of the IAEA reporting to the Security Council that the Agency has not been in a position, since 16 Dec. 1998, to implement its mandate in Iraq under Security Council resolution 1051 (1996); states that the Agency maintains an operational plan for resumption of verification activities and would be able to respond, on short notice, to a request from the Council to resume those activities.
