Success or failure of environmental policies cannot be explained by choice of instruments or intervention mechanisms alone. Of equal importance are structural conditions such as institutional, legal and information frameworks and human and financial capacities to implement a particular policy. The case studies highlight the need to consider the several core principles at the national level.
